2.1.2013 - EPTISA - ELECTRICAL AND MECHANICAL ENGINEERS MISP (Municipal Infrastructure Support Programme), financed by the EU, managed by the Delegation of the European Union to the Republic of Serbia, assists municipalities in Serbia in the preparation of project documentation and implementation of municipal infrastructure projects. MISP is focused on supporting environmental and economical projects (drinking water, waste water treatmant, solid waste management and industrial zones). Since 2005, more than 14 projects, of the total value of over 65 million Euros, have been implemented. The main goal of MISP is the improvement of infrastructure services management in municipalities and to increase investment in infrastructure in order to meet EU standards on environmental protection and sustainable economic development. MISP also assists municipalities and PUCs throughout the complete process of infrastructure projects realization - from application, feasibility studies (SLAP 2.0), budget management and advising on project implementation. EPTISA, a Spanish engineering company, which leads the consortium with two other foreign companies: ROYAL HASKONING and VNG, is in charge of MISP project realization. More information can be found at: www.misp-serbia.rs The Municipal Infrastructure Support Programme, financed by the EU and managed by the Delegation of the European Union to the Republic of Serbia, is looking to expand its staff by recruiting qualified professionals: ELECTRICAL AND MECHANICAL ENGINEERS Junior Short Term Experts The consortium will provide contract administration and works supervision services to municipal infrastructure projects in, a.o, Leskovac (wastewater treatment), Kolubara (Valjevo and 4 other municipalities - water supply) and Morava (Velika Plana and Smederevska Palanka - water supply and water treatment). The first two projects are already contracted whilst the latter is still under consideration. The consortium will supervise the works contracts in compliance with the PRAG Conditions of Contract and the applicable Serbian Law on Construction. We are looking for candidates to execute the following tasks related to the installation, testing and commissioning of mechanical and electrical works including SCADA systems, instrumentation and control (programming of PLCs) as follows: Execute implementation of the works in compliance with the contracts and within time and budget limits; Prepare reports and other documentation required under the EU (PRAG) procedures; Contract administration throughout the duration of the assignment, Efficient supervision (part time) and control of the Project; Take full responsibility for ensuring adherence to all requirements of the signed contracts and Serbian legislation with respect to the supervision of the mechanical, electrical, SCADA, instrumentation and control components of the works. Candidates are expected to carry out their supervision activities in parallel for the three above-mentioned projects and to do so in a flexible manner, adjusted to the individual work programmes for each of those projects. MISP code: JR07 Electrical Engineer (Electrical and SCADA) Part time position Tasks and responsibilities: Supervision of all on-site activities during implementation of the works contracts related to electrical and SCADA installations Support the activities of the Resident Engineer according to works progress and within allocated inputs and budgets related to electrical and SCADA inputs and works items Liaise with Local Authorities and Beneficiaries related to electrical and SCADA works issues as required Attendance of monthly progress meetings and weekly site meetings as required Attendance of any special interim site meetings when and as required Evaluate and, where appropriate, recommend payment of variation orders related to electrical and SCADA works items Witness and report on testing and commissioning of works and equipment with specific emphasis on electrical and SCADA items Carry out design reviews and evaluations, as and when required, of electrical and SCADA installations proposed for the works MISP code: JR08 Mechanical Engineer Part time position Tasks and responsibilities: Supervision of all on-site activities during implementation of the works contracts related to mechanical installations Support the activities of the Resident Engineer according to works progress and within allocated inputs and budgets related to mechanical inputs and works items Liaise with Local Authorities and Beneficiaries related to mechanical works issues as required Attendance of monthly progress meetings and weekly site meetings as required Attendance of any special interim site meetings when and as required Evaluate and, where appropriate, recommend payment of variation orders related mechanical works items Witness and report on commissioning of works and equipment with specific emphasis on mechanical items Carry out design reviews and evaluations, as and when required, of mechanical installations proposed for the works For the above mentioned positions, the following minimum qualifications and skills are required: For position JR07: A relevant University degree in Electrical Engineering or equivalent At least five (5) years of experience in Serbia in the design and evaluation of electrical engineering works, including SCADA systems, instrumentation and control (programming of PLCs) At least five (5) years of experience in Serbia in the implementation (installation, supervision, testing and commissioning) of electrical engineering works, including SCADA systems, instrumentation and control (programming of PLCs) At least three (3) years of professional consultancy experience in a similar task environment, explicitly inclusive of design and installation of SCADA systems, instrumentation and control (programming of PLCs). Computer literacy Valid license(s) for the design of and practice of works supervision issued by the Serbian Engineering Chamber Driving licence Basic knowledge of Serbian Law on Construction and all related regulations and procedures related to implementation of works contracts In-depth knowledge of electrical works related to water treatment installations, wastewater treatment installations, pumping installations, filters, process control systems, including SCADA systems, instrumentation and control (programming of PLCs) Basic working knowledge of PRAG and/or FIDIC Conditions of Contract Practical knowledge of contract administration including issues such as finance, IPCs, correspondence, safety, QA/QC Proficient in report writing in Serbian and English Fluency in Serbian and a good working knowledge of English For position JR08: A relevant University degree in Mechanical Engineering or equivalent At least five (5) years of experience in Serbia in the design and evaluation of mechanical engineering works preferably related to water and wastewater treatment installations At least five (5) years of experience in Serbia in the implementation (installation, supervision, testing and commissioning) of electrical engineering works, including SCADA systems, instrumentation and control (programming of PLCs) related to water and wastewater treatment installations At least three (3) years of professional consultancy experience in a similar task environment, explicitly inclusive of design and installation of SCADA systems, instrumentation and control (programming of PLCs) Computer literacy Valid license(s) for the design of and practice of works supervision issued by the Serbian Engineering Chamber Driving licence Basic knowledge of Serbian Law on Construction and all related regulations and procedures related to implementation of works contracts In-depth knowledge of mechanical works related to water treatment installations, wastewater treatment installations, pumping installations, filters, and similar Basic working knowledge of PRAG and/or FIDIC Conditions of Contract Practical knowledge of contract administration including issues such as finance, IPCs, correspondence, safety, QA/QC Proficient in report writing in Serbian and English Fluency in Serbian and a good working knowledge of English Mechanical and Electrical Engineers will work on a part time basis at the construction sites as required in relation to the works implementation schedule.
